Key takeaways

  • Bybit is the best crypto exchange in Vietnam: it tops our global exchange rankings and lets users verified with a Vietnamese ID card deposit and withdraw dong by VietQR bank transfer, alongside a busy VND P2P market.
  • No exchange holds a Vietnamese licence yet: five local firms passed the first review under the Resolution 05 pilot, and fines for trading on offshore exchanges only apply six months after the Ministry of Finance grants its first licence.
  • P2P is the main way to turn dong into crypto: Binance has the deepest VND P2P market with over 900 adverts, and buying USDT there costs about 1.9% more than the State Bank of Vietnam central rate.
  • Crypto transfers carry a 0.1% tax: individuals pay 0.1% of each transfer's value, whatever the profit, under Circular 32/2026 and the new Personal Income Tax Law.

No crypto exchange holds a Vietnamese licence yet, so Vietnamese traders use international platforms. The Ministry of Finance confirmed on 6 October 2026 that no provider has been licensed under the pilot crypto market it opened in 2025.

Bybit, Binance, OKX, Bitget, MEXC and KuCoin all accept Vietnamese residents, offer Vietnamese-language apps and run VND peer-to-peer (P2P) markets. Gate added Vietnam to its restricted countries in July.

Vietnam is one of the world's largest crypto markets. The government portal puts its crypto holders at about 17 million, and Chainalysis tracked USD 122.2 billion in crypto received by Vietnamese users between July 2025 and June 2026.

We checked each exchange's terms for Vietnam, pulled live VND P2P adverts on 18 October 2026 and compared spot fees, dong deposits and proof of reserves against our exchange rankings.

This guide to the best crypto exchanges in Vietnam puts spot trading first and treats perpetual futures as a bonus. It is not tax or legal advice.

Bybit is the best crypto exchange in Vietnam because it pairs the top score in our global rankings with direct dong deposits and withdrawals.

Vietnam is absent from Bybit's list of excluded jurisdictions, last updated on 16 October 2026. Users who complete Vietnamese identity verification can deposit dong by bank transfer, with a VND 25 million limit on the first deposit and VND 50 million on the second and third.

In Bybit's Vietnamese guide, you scan a VietQR code, the national bank-transfer QR standard, in your banking app, convert the dong to USDT, BTC, ETH or SOL with One-Click Buy and later withdraw dong to a Vietnamese bank account. The name on the bank account must match your ID card, or the deposit is frozen for 72 hours and returned.

The spot fee schedule charges 0.1% for makers and takers on crypto pairs, while fiat pairs carry a separate rate of up to 0.2%. Our P2P snapshot found 160 VND adverts, and buyers could pay 26,134 dong per USDT for a 10 million dong order.

Bybit's CEO Ben Zhou met Deputy Prime Minister Nguyen Van Thang in Hanoi on 4 June 2026 and offered help with market surveillance for the pilot. Bybit Pay also lets users pay any VietQR code from their crypto balance.

Its proof of reserves, an audit of customer assets against holdings, for 23 September 2026 shows 104% Bitcoin and 110% USDT backing. Bybit lost about $1.5 billion in ETH to a North Korean hack in February 2025 and covered client losses in full. Our Bybit restricted countries guide tracks access, or open an account through Bybit.

Pros

  • The highest-rated exchange in our global rankings.
  • Direct VND deposits and withdrawals through VietQR.
  • Bybit Pay spends crypto at any VietQR merchant.

Cons

  • Direct VND deposits need a Vietnamese ID card, not a passport.
  • A smaller P2P market than Binance, OKX or MEXC.
  • The 2025 hack, although clients were repaid.

Binance runs the deepest VND market in the country, with 919 live P2P adverts and 5.6 million USDT on offer in our 18 October snapshot.

Vietnam is not on Binance's list of prohibited countries, updated on 5 January 2026. Its site and terms are in Vietnamese, alongside an official Vietnamese Telegram channel.

Binance P2P sellers accept Vietnamese bank transfers, MoMo, ZaloPay, Viettel Money and VNPAY. Buyers could pay 26,130 dong per USDT for a 10 million dong order, about 0.2% above Vietcombank's US dollar selling rate. Binance has no active VND spot pair, so dong goes in through P2P.

Spot trading costs 0.1% for makers and takers, falling to 0.075% when fees are paid in BNB. Binance's proof of reserves for 1 October 2026 shows 100.35% Bitcoin and 103.88% USDT backing.

Binance signed a memorandum with Da Nang in September 2025 and another with the Ho Chi Minh City Department of Finance in November 2025 to support the international financial centre. VietnamNet reported that Binance Vietnam staff left local community groups from March 2026 while the company advertised a Vietnam country manager role.

Perpetual futures go up to 150x on Bitcoin. Compare it with Bybit in our Binance vs Bybit guide, or sign up through Binance.

Pros

  • The deepest VND P2P market, with 919 adverts.
  • Payment by bank, MoMo, ZaloPay and Viettel Money.
  • Agreements with Da Nang and Ho Chi Minh City authorities.

OKX has the closest link to Vietnam's coming licensed market, as an investor in CAEX, one of the five firms that passed the first licence review.

Vietnam is absent from the restricted locations in OKX's risk and compliance disclosure, last updated on 8 July 2026. OKX Ventures and HashKey Capital agreed to invest in CAEX in April 2026, and OKX signed a strategic memorandum with VPBank to provide technology and liquidity connections.

OKX has the second-largest VND P2P market by adverts in our snapshot, with 333 adverts and 1.4 million USDT on offer. Its adverts name the payment bank, including Vietcombank, Techcombank, MB, BIDV, VPBank and VietinBank, as well as NAPAS 247 transfers and MoMo.

The Vietnamese fee page charges 0.08% for makers and 0.1% for takers, the lowest base maker fee among the large exchanges here. Convert orders carry no trading fee.

The 47th proof of reserves, dated 3 October 2026, shows 110% Bitcoin and 105% USDT backing. In February 2025 OKX pleaded guilty in the US to operating an unlicensed money transmitting business and agreed to pay more than $504 million. See our OKX restricted countries guide or OKX vs Bybit comparison.

Pros

  • An investor in CAEX, a Vietnamese licence applicant.
  • Deep VND P2P with bank-tagged adverts.
  • 0.08% maker fee and 110% Bitcoin backing.

Cons

  • No direct VND bank deposit.
  • Perpetual leverage capped at 100x, below most rivals.
  • A US guilty plea in 2025 over anti-money laundering failures.

Bitget is the only exchange here with a live USDT/VND spot pair, and it also accepts dong deposits by VietQR.

Vietnam is not among the prohibited countries in Bitget's terms of use, last updated on 16 October 2026. Its VND deposit guide requires a national ID card and a bank account in the same name for VietQR deposits.

The USDT/VND pair traded at 26,003 dong with about 121,000 USDT of daily volume in Bitget's public market data on 18 October. Bitget's P2P market had 94 VND adverts. Spot fees are 0.1% for makers and takers, or 0.08% when paid in BGB.

On 24 September 2026 attackers stole about $388 million from Bitget's hot and warm wallets using a flaw in a third-party security product. Bitget covered the loss from its Protection Fund and restored all withdrawals, including P2P, by 2 October. VnExpress covered the hack in Vietnamese.

Its proof of reserves dated 29 September, after the hack, shows 142% Bitcoin and 107% USDT backing. Read our Bitget restricted countries guide or sign up through Bitget.

Pros

  • The only live USDT/VND spot pair among major exchanges.
  • VietQR dong deposits with a national ID card.
  • 142% Bitcoin backing after the hack.

Cons

  • About $388 million stolen in September 2026.
  • A thinner P2P market than the top three.
  • No licence in any major Asian market.

MEXC has the lowest spot fees on this list and the second-largest pool of USDT on offer in VND P2P, but the weakest regulatory record.

Vietnam is not among the prohibited jurisdictions in MEXC's terms, updated on 13 October 2026. Its fee page charges 0% for makers and 0.05% for takers on BTC/USDT. In February 2026 MEXC added VietQR to Quick Buy, so verified users can buy crypto with dong directly.

MEXC's P2P market listed 210 VND adverts with 1.66 million USDT on offer, more than OKX. Nearly every advert accepts Vietnamese bank transfers. Perpetual futures go up to 500x on Bitcoin, the highest on this list.

MEXC holds no major licence. In May 2026 the Seychelles Financial Services Authority took enforcement action against MX Global Ltd, the operator of mexc.com, for providing virtual asset services without a licence. MEXC also froze about $3 million belonging to one trader in 2025 before apologising and promising changes.

See our MEXC restricted countries guide, or open an account through MEXC.

Pros

  • 0% maker and 0.05% taker spot fees.
  • 1.66 million USDT on offer in VND P2P.
  • VietQR Quick Buy for dong.

Cons

  • No major licence and a Seychelles enforcement notice.
  • Past complaints about frozen accounts.
  • Leverage up to 500x invites heavy losses.

KuCoin offers a full Vietnamese site, a large altcoin list and a VND P2P market, the thinnest of the six.

Vietnam does not appear in Article 17 of KuCoin's terms of use, last updated on 29 September 2026. In September 2025 KuCoin signed a memorandum with the Vietnam Blockchain and Digital Asset Association and 1Matrix on blockchain infrastructure.

Its VND P2P page lists bank transfer and MoMo with zero fees, but we counted only 47 adverts. Spot trading costs 0.1% for makers and takers on major pairs, with 20% off when fees are paid in KCS.

KuCoin's proof of reserves for 30 September 2026 shows 109% Bitcoin and 110% USDT backing. The company pleaded guilty in the US in January 2025 and was permanently barred from the US by the CFTC in March 2026, and Canada's FINTRAC imposed a C$19.55 million penalty in 2025.

Our KuCoin restricted countries guide covers access, or sign up through KuCoin.

Pros

  • Full Vietnamese site and a wide altcoin list.
  • 109% Bitcoin and 110% USDT backing.
  • A partnership with Vietnam's blockchain association.

Cons

  • Only 47 VND P2P adverts.
  • US and Canadian penalties in 2025 and 2026.
  • No direct VND bank deposit.

How We Ranked These Exchanges

We ranked exchanges first on whether they legally accept Vietnamese residents, then on how easily you can move dong in and out, local costs, Vietnamese-language support and platform strength, using our ranking methodology.

Because no exchange holds a Vietnamese licence, legal access depended on each platform's own terms. Gate failed that test, as the 22 July 2026 version of its user agreement lists Vietnam as a restricted location, even though VND adverts still appear on its P2P market.

Local funding came from a live snapshot of VND P2P adverts taken on 18 October 2026 at 07:30 Vietnam time, plus direct VietQR deposit options. We measured costs against the State Bank of Vietnam central rate of 25,637 dong per US dollar for a 10 million dong order.

Our exchange rankings, which score liquidity, features, fees and regulation, set the platform strength score. Bybit leads them and adds direct dong deposits, so it takes first place, while Binance ranks second on P2P depth. OKX's stake in a licence applicant lifted it to third.

Perpetual futures counted only as a tiebreaker, so funding and spot costs outweighed leverage.

Owning and trading crypto is legal in Vietnam, but paying for goods with it is not, and a licensed market now being built will replace offshore exchanges for residents.

The Resolution 05 Pilot Market

Resolution 05/2025/NQ-CP, effective 9 September 2025, opened a five-year pilot crypto market. Only firms licensed by the Ministry of Finance may run a crypto exchange, offer custody or advertise crypto services, and all trading on them must be in dong.

A licensed exchange must be a Vietnamese company with VND 10,000 billion (about USD 380 million) of paid-up capital, at least 65% held by institutions, foreign ownership capped at 49% and IT security certified at Level 4 by the Ministry of Public Security.

Who Has Applied for a Licence

The Ministry of Finance received seven applications and found five complete and valid in March 2026. None has a licence yet. On 13 October 2026 an official of the State Securities Commission said the launch depends on the exchanges' progress and that the five have until May 2027 to finish.

Decree 284 Fines and the Six-Month Window

Decree 284/2026/ND-CP took effect on 1 September 2026. Unlicensed crypto services and their advertising face fines of VND 180 million to 200 million. Trading outside a licensed provider carries a fine of VND 30 million to 50 million, which the decree sets at the organisation rate, so individuals pay half.

The fine for residents only applies six months after the first licence is granted, under Article 7 of Resolution 05. The Ministry of Finance confirmed in October that 1 September is not the trigger, and offshore exchanges are not blocked by telecoms or app stores.

Crypto as Property, Not Money

The Law on Digital Technology Industry, in force since 1 January 2026, recognises crypto assets as property under the Civil Code. Crypto still cannot be used as payment, and the State Bank's Directive 02/CT-NHNN bars banks and payment firms from processing crypto transactions.

Vietnam has been on the FATF grey list since June 2023, partly over weak oversight of virtual asset providers. The government adopted a new anti-money laundering action plan on 26 June 2026 to leave the list.

Timeline of Vietnam's crypto rules from Resolution 05 to Decree 284, with the fines on a log scale

Vietnam's Licensed Exchanges and Local Platforms

Vietnam's own exchanges are not open yet, and the best-known local platform has collapsed, so no Vietnamese exchange is an option for now.

The five firms that passed the first review are linked to large banks, brokers and conglomerates, according to Saigon Times.

  • CAEX: part of the VPBank ecosystem, backed by OKX Ventures and HashKey Capital, and raised to VND 10,000 billion of capital in April 2026.
  • TCEX: the Techcombank exchange, whose website promises BTC and ETH bought directly with dong and zero trading fees in its first year.
  • SCEX: formerly LPEX, which reached VND 10,000 billion in a filing shown on 14 October 2026.
  • VIXEX: set up by VIX Securities.
  • Vietnam Digital Assets JSC: the fifth valid applicant.

Deputy Finance Minister Nguyen Duc Chi said in September that the first providers are expected to start operating in 2026. A draft circular would make licensed exchanges report customer assets weekly, wallet by wallet.

ONUS, a Vietnamese app that claimed over 7 million users, went offline on 20 March 2026. Police charged eight people, including its founder, with fraud and money laundering, and in July said they had seized over 350 kg of gold and silver. The charges are allegations, and no verdict has been reached.

Remitano, a P2P platform active in Vietnam since 2014, told The Block it sees the new rules as a net positive. It is not among the licence applicants, and its public API showed no Vietnam offers on 18 October.

How to Buy USDT With Vietnamese Dong

The cheapest way to buy crypto in Vietnam is to buy USDT on a P2P market with a bank transfer, then trade it for Bitcoin or other coins on the exchange's order book.

  1. Pick an exchange from the list above and verify your identity. Bybit and Bitget require a national ID card for VND bank deposits.
  2. Open the VND P2P market and choose an advert whose limits fit your order. The cheapest prices at the top are often teaser adverts capped at a few hundred thousand dong.
  3. Pay by bank transfer from an account in your own name, then wait for the seller to release the USDT from escrow.
  4. Swap USDT for Bitcoin or another coin with a limit order at 0.1% or less.
  5. Withdraw to your own wallet if you plan to hold for a long time.

Our snapshot priced a 10 million dong USDT purchase at 26,130 dong on Binance, 26,134 on Bybit and 26,135 on OKX. That is about 1.9% above the State Bank of Vietnam central rate of 25,637 and about 0.2% above Vietcombank's US dollar selling rate of 26,080.

P2P sellers carry a risk that buyers do not. Tuoi Tre reports that sellers' bank accounts are frozen during investigations when a buyer pays with money stolen from a scam victim. In one Hai Phong case in August 2026, police froze 2,003 accounts at 36 banks linked to a USDT ring serving illegal gambling.

Sellers should accept payment only from accounts in the buyer's verified name, keep receipts and chat logs, and refuse third-party transfers. Since 1 January 2026, Vietnamese banks require biometric checks against a chip ID card for online transfers.

Card and third-party purchases cost more. Banxa added VietQR payments in July 2026, with a 3% fee after its launch offer ended.

Crypto Futures and Leverage in Vietnam

Vietnam's pilot market does not include futures, so residents who trade perpetual contracts do so on offshore exchanges outside Vietnamese supervision.

The text of Resolution 05 allows only four licensed services, namely running a trading market, proprietary trading, custody and a token issuance platform. Derivatives, margin and crypto lending are not on that list, so no licensed venue will offer them.

All six exchanges here accept Vietnamese residents for perpetual futures. Maximum Bitcoin leverage ranges from 100x on OKX to 150x on Binance, Bybit and Bitget and 500x on MEXC. Base futures fees run from 0.02% to 0.06%.

A 1% move against a 100x position wipes out the margin, and the AFP reported that nearly 55% of individual Vietnamese crypto investors said they made losses in 2025.

Once the six-month window starts, futures on offshore exchanges will count as trading outside a licensed provider. Our guides to perpetual futures regulation, perps versus spot trading and funding rates go deeper.

Crypto Taxes in Vietnam

Vietnam taxes each crypto transfer at 0.1% of its value, so you pay tax on every sale whether you made a profit or a loss.

Circular 32/2026/TT-BTC, effective 27 March 2026, sets personal income tax at 0.1% of the transfer price for transfers through a licensed provider. Vietnamese companies pay 20% corporate income tax on net gains, and crypto transfers are exempt from VAT.

Under Circular 41/2026, licensed providers withhold the tax when a trade is confirmed and pay it by the 20th of the following month. Selling VND 100 million of Bitcoin on a licensed exchange costs VND 100,000 in tax.

The new Personal Income Tax Law 109/2025/QH15, in force since 1 July 2026, lists digital asset transfers as taxable income at the same 0.1% rate. Residents are taxed on income earned inside and outside Vietnam, so offshore trades appear taxable too, although no guidance yet explains how to declare them.

Chainalysis estimated Vietnam's taxable crypto activity at USD 8.1 billion in 2025. Keep records of every trade and speak to a tax adviser before filing.

How Vietnam's 0.1% crypto transfer tax applies to a sale at a loss, at cost and at a gain

Risks and Scams to Watch

The biggest risk for Vietnamese crypto users is fraud, from fake exchanges and token schemes to scammers who abuse P2P markets.

In May 2025 Vietnamese police dismantled MTC, a fake exchange that took nearly VND 10 trillion from tens of thousands of investors. In October 2025 they arrested "Shark Binh", whose AntEx token fell 99% after selling to about 30,000 investors.

Online fraud cost Vietnamese victims over VND 8 trillion in 2025, according to the Ministry of Public Security, which issued a public warning on 1 April 2026 about investment pitches promising high returns from crypto.

Binh Thuan police described fraudsters on Binance and OKX P2P who claim a transfer error, move victims to Zalo or Telegram and then to a fake exchange. Never leave the exchange's chat during a trade.

Offshore exchanges sit outside Vietnamese protection, and no deposit insurance covers crypto. Spreading funds across platforms and keeping long-term holdings in your own wallet limits the damage if an exchange is hacked, as Bitget was in September.

Largest Vietnamese crypto fraud cases by amount and how P2P scams unfold

Bottom Line

Bybit is the best crypto exchange in Vietnam, combining the top score in our global rankings with direct dong deposits and withdrawals by VietQR. Binance is the best choice for P2P depth, and OKX has the strongest link to the coming licensed market through CAEX.

Bitget offers the only USDT/VND spot pair, MEXC charges the lowest spot fees and KuCoin suits altcoin traders who accept a thinner P2P market.

Watch for the first Ministry of Finance licence, because it starts the six-month countdown after which offshore trading can be fined. Until then, buy through P2P from accounts in your own name and keep records of every transfer for the 0.1% tax.
