Key takeaways

  • Binance is the best crypto exchange in Pakistan: it holds a PVARA no objection certificate and runs the deepest rupee P2P market, with 1,394 live adverts against 232 on OKX, its nearest rival.
  • No exchange holds a full Pakistani licence yet: the Virtual Assets Act 2026 made PVARA the regulator, but Binance and HTX only hold no objection certificates, which do not permit them to operate.
  • USDT costs more than the official dollar: a Rs 50,000 P2P order cost Rs 285.50 to Rs 289.75 per USDT, a premium of 3.1% to 4.7% over the State Bank of Pakistan's Rs 276.80 rate.
  • Gate does not accept Pakistanis: its user agreement lists Pakistan as a restricted location, and Kraken, Coinbase and Crypto.com offer no way to pay in rupees.

Pakistan now has a crypto law and a regulator, yet no crypto exchange holds a full licence to serve Pakistanis. Until the Pakistan Virtual Assets Regulatory Authority (PVARA) issues its first licences, people here buy crypto on international exchanges and pay for USDT through peer-to-peer (P2P) markets using Easypaisa, JazzCash, Raast or a bank transfer.

Only Binance and HTX hold a PVARA no objection certificate (NOC), the first step towards a licence. Bybit, OKX, Bitget, KuCoin and MEXC accept Pakistani residents too and run rupee (PKR) P2P markets. Gate lists Pakistan as a restricted location.

In Chainalysis's 2025 Global Crypto Adoption Index, Pakistan ranked 3rd of 151 countries, behind only India and the United States. The reworked 2026 index uses a new four-factor method, and Pakistan fell outside its top 20.

For this guide we checked each exchange's terms and PVARA status and pulled 2,089 live PKR P2P adverts from seven exchanges on the morning of 28 October 2026. Spot fees, rupee payment options and proof of reserves were then compared against our exchange rankings.

This guide to the best crypto exchanges in Pakistan puts spot trading first. Perpetual futures count as a bonus, and nothing here is legal or tax advice.

Binance is the best crypto exchange in Pakistan. It pairs a PVARA no objection certificate with the country's deepest rupee market, which had 1,394 live PKR P2P adverts against 232 on OKX.

The NOC arrived on 12 December 2025. That same day the Finance Ministry signed a non-binding agreement for Binance to explore tokenising up to $2 billion of state assets. With the certificate Binance can register with the Financial Monitoring Unit and set up a local company, although PVARA's chair has called it not a blanket approval.

Sellers on Binance P2P take Easypaisa, bank transfers, Meezan Bank, UBL, NayaPay, Raast, SadaPay and Upaisa. JazzCash appeared in none of its PKR adverts. For a Rs 50,000 order the cheapest advert sold USDT at Rs 286.45, and buyers of USDT outnumbered sellers, with 1,078 adverts against 316.

Spot trades cost 0.1%, falling to 0.075% when paid in BNB. Binance's proof of reserves for 1 October 2026 shows 100.35% Bitcoin and 103.88% USDT backing. No exchange in this list has a thinner Bitcoin margin.

Binance founder Changpeng Zhao became an adviser to the Pakistan Crypto Council in April 2025, and in February 2026 Binance renewed its sponsorship of PSL side Islamabad United. Compare it with Bybit in our Binance vs Bybit guide, or sign up through Binance.

  • A PVARA no objection certificate since December 2025.
  • The deepest PKR P2P market, with 1,394 adverts.
  • Payment by Easypaisa, Raast, SadaPay, NayaPay and major banks.

Cons

  • No JazzCash adverts on its PKR P2P market.
  • Bitcoin reserves backing of 100.35%, the thinnest margin here.

If Binance does not suit you, Bybit is the strongest alternative. It leads our global exchange rankings and accepts JazzCash on its rupee P2P market.

Pakistan is absent from Bybit's service restricted countries list, last updated on 16 October. There is no reported PVARA no objection certificate, and Bybit has not said whether it applied before the 5 September deadline.

Its PKR market carried 151 adverts. Sellers take bank transfers, Easypaisa, JazzCash, SadaPay and NayaPay, and the best price for a Rs 50,000 order was Rs 286.45, level with Binance.

North Korean hackers stole about $1.5 billion in Ether from Bybit in February 2025. Bybit covered every customer loss, and its September 2026 proof of reserves shows 104% Bitcoin and 110% USDT backing. Spot trading costs 0.1% a side.

On Bitcoin perpetual futures it offers up to 150x. Compare it in our Bybit vs OKX guide, or open an account through Bybit.

Pros

  • The top score in our global exchange rankings.
  • JazzCash and Easypaisa on its PKR P2P market.
  • Customer losses fully covered after the 2025 hack.

Cons

  • No PVARA no objection certificate reported.

Rupee buyers got their cheapest Rs 50,000 USDT purchase on OKX, which also names more Pakistani banks on its P2P market than any rival.

Its risk and compliance disclosure, dated 8 July 2026, restricts India, Afghanistan and Nepal. Pakistan is not on the list. OKX has no reported PVARA no objection certificate.

The best Rs 50,000 advert sold USDT at Rs 285.50, a 3.1% premium over the State Bank of Pakistan rate. Across 232 PKR adverts you will find HBL, UBL, Meezan, Allied, Bank Alfalah, Faysal and more than ten other banks, plus JazzCash, Easypaisa, SadaPay, NayaPay and Raast.

Spot fees start at 0.08% maker and 0.10% taker, below Binance and Bybit. OKX's October 2026 proof of reserves shows 110% Bitcoin and 105% USDT backing. In February 2025 it pleaded guilty in the United States over unlicensed money transmission and paid $504 million.

Bitcoin perpetual futures are capped at 100x. See our OKX restricted countries guide, or open an account through OKX.

Pros

  • The cheapest Rs 50,000 buy price in our snapshot.

Besides Binance, HTX is the only exchange with a PVARA no objection certificate. It also runs an Urdu website and an official Pakistan community.

Pakistan sits on neither the banned-country list nor the derivatives-ban list in HTX's user agreement, last updated in September 2026. The same agreement says it is governed by the laws of Pakistan.

On 28 October the official HTX Pakistan Telegram group had 15,135 members. The PKR P2P market was far smaller. It held 40 adverts, and the best Rs 50,000 price was Rs 287.99, a 4.0% premium.

Costs and reputation are the weak points. Its 0.2% spot fee for makers and takers is double most rivals. In May 2026 the UK sanctioned HTX's operator over support for Russia, and the EU later banned transactions with it.

HTX offers up to 200x on Bitcoin perpetual futures. Read our HTX restricted countries guide, or sign up through HTX.

Pros

  • A PVARA no objection certificate since December 2025.
  • An Urdu website and a 15,000-member Pakistan Telegram group.
  • Spot and derivatives open to Pakistani users.

Cons

  • Spot fees of 0.2%, the highest here.
  • UK sanctions and an EU transaction ban on its operator.
  • A thin PKR P2P market with 40 adverts.

Of the large exchanges in this list, Bitget holds the strongest Bitcoin reserves, and it accepts Raast and JazzCash on P2P.

Nothing in its terms of use, updated on 20 October, restricts Pakistan. Some affiliate websites say Bitget holds a PVARA no objection certificate. PVARA and the Pakistani press name only Binance and HTX.

Bitget's 113 PKR adverts accept Easypaisa, JazzCash, Raast, NayaPay, SadaPay, HBL Konnect, UBL Omni and bank transfers. Its best Rs 50,000 price was Rs 286.18.

On 24 September 2026 hackers took about $388 million from Bitget's hot wallets, and its Protection Fund covered the losses. Its 29 September proof of reserves still showed 142% Bitcoin and 107% USDT backing. Paying fees in BGB cuts the 0.1% spot rate to 0.08%.

Bitget offers up to 150x on Bitcoin. Our Binance vs Bitget guide sets the two side by side, or sign up through Bitget.

Pros

  • Bitcoin reserves of 142%, the strongest margin here.

Urdu speakers will feel at home on KuCoin, which runs a full Urdu website. Its rupee P2P market is one of the smallest here, though.

KuCoin's terms, updated on 29 September, do not restrict Pakistan. It has no reported PVARA no objection certificate.

Only 37 PKR adverts were live. Sellers accept Easypaisa, JazzCash, Upaisa, NayaPay and bank transfers, and the best Rs 50,000 price was Rs 289.75, a 4.7% premium over the State Bank of Pakistan rate.

KuCoin's September 2026 proof of reserves shows 109% Bitcoin and 110% USDT backing. In January 2025 it pleaded guilty in the United States and agreed to pay about $297 million. Makers and takers both pay 0.1% on spot.

You can trade Bitcoin at up to 125x. Our KuCoin restricted countries guide covers where it operates, and you can sign up through KuCoin.

Pros

  • A full Urdu-language website.

MEXC's terms, updated on 13 October, do not restrict Pakistan, and its website links a MEXC Pakistan account. It has no reported PVARA no objection certificate.

Among its 122 PKR adverts, the best regular price for a Rs 50,000 order was Rs 286.55. Two others offered USDT at Rs 280 and Rs 281, far below every other exchange. Prices that far under the market deserve suspicion.

MEXC lists many small tokens early. It also offers up to 500x on Bitcoin perpetual futures, the highest here. Read our MEXC restricted countries guide, or sign up through MEXC.

Pros

  • Zero maker and 0.05% taker spot fees.
  • A wide choice of small and new tokens.
  • 122 PKR P2P adverts.

Cons

  • Leverage up to 500x, which invites heavy losses.
  • No PVARA no objection certificate reported.
  • Some P2P prices far below the market.

How We Ranked These Exchanges

Access came first. An exchange had to accept Pakistani residents, and we then scored PVARA status, rupee P2P depth, local costs, Urdu support and platform strength using our ranking methodology.

With no exchange fully licensed, a PVARA no objection certificate counted as the strongest local regulatory signal. It lifted Binance to first place and kept HTX in the top four despite a thin rupee market.

Rupee funding data came from PKR P2P adverts captured from 06:16 to 06:25 Pakistan time on 28 October 2026. We priced a Rs 50,000 order, about $180, against the State Bank of Pakistan's revaluation rate of Rs 276.80 per US dollar for 27 October.

Platform strength comes from our exchange rankings, which score liquidity, features, fees and regulation. Bybit tops them. Binance still ranks first here because of its NOC and a rupee market six times larger than OKX's. Perpetual futures served only as a tiebreaker.

Slopegraph from Coinperps global rank to Pakistan rank, with Binance and HTX lifted by PVARA certificates

You can legally own and trade crypto in Pakistan under the Virtual Assets Act 2026. Exchanges need a PVARA licence to serve you, and none has received one yet.

Pakistan's Virtual Assets Act

PVARA began life in July 2025, created by a presidential ordinance. The Senate passed the Virtual Assets Bill on 27 February 2026, and in March the Virtual Assets Act 2026 became law.

Any company providing crypto services in or from Pakistan must now hold a PVARA licence. Running an unlicensed crypto business can mean up to five years in prison, a Rs 50 million fine or both. A foreign platform that markets to Pakistanis or uses rupee payment systems counts, in PVARA's view, as operating in Pakistan.

PVARA Licences and No Objection Certificates

Licensing opened on 21 August 2026, when PVARA notified its regulations. Its licensing framework sets 11 licence types. To run an exchange you need a Pakistani company with at least Rs 500 million in paid-up capital.

Firms already serving Pakistanis faced a 5 September 2026 deadline to apply for a no objection certificate or stop operating. By October, PVARA said, 75 local and international firms had applied. It did not name them.

The certificate itself is limited. It lets a firm register for anti-money laundering reporting and set up a local company, but it does not permit operations. On 28 October 2026 PVARA's public register of licensees listed none.

The State Bank of Pakistan's New Banking Rules

Back in 2018 the State Bank of Pakistan (SBP) barred banks from dealing in crypto. In April 2026 a new circular replaced that ban, letting banks open separate rupee client money accounts for PVARA-licensed exchanges.

NOC holders get only limited-purpose accounts for licensing paperwork. So until the first licences arrive, no exchange can take rupee bank deposits, and P2P stays the main way to buy crypto with rupees.

What Enforcement Targets

Police have gone after fraud, gambling and money laundering. We found no case against someone simply trading on an exchange. In August 2026 the Lahore High Court upheld bail for three P2P traders, finding that P2P USDT trading is not fraud in itself.

The Federal Investigation Agency set up a crypto investigation unit in July 2026. Its Faisalabad betting probe traced about Rs 120 billion moved through bank accounts, mobile wallets and USDT. JazzCash shut more than 100 accounts in response.

Timeline of Pakistan's crypto rules from the 2018 SBP ban to PVARA licensing, with 75 applicants and no licences

Exchanges Pakistanis Should Skip

A few well-known platforms either bar Pakistan or give you no way to pay in rupees.

  • Gate: Pakistan appears among the restricted locations in its user agreement, last updated on 22 July 2026, alongside India, Vietnam and Russia.
  • Kraken: Pakistani residents are accepted, including on Kraken Derivatives. With no P2P market or rupee deposit, you must fund it with crypto or a foreign currency.
  • Coinbase and Crypto.com: neither offers Pakistanis a rupee payment option or a P2P market.
  • Telegram and WhatsApp USDT dealers: none holds a PVARA licence. Paying them directly also gives up the escrow an exchange P2P market provides.
  • Platforms claiming a PVARA licence: no exchange licence has been issued yet, so any claim of a "PVARA-licensed exchange" is false.

How to Buy USDT With Rupees

Most Pakistanis buy crypto by paying for USDT on an exchange's P2P market with Easypaisa, JazzCash, Raast or a bank transfer. They then trade that USDT for Bitcoin or other coins.

  1. Pick an exchange above and verify your identity with your CNIC or passport.
  2. Open the PKR P2P market and choose an advert whose limits fit your order. The cheapest prices often come from small adverts with low maximums.
  3. Pay from an account in your own name, then wait for the seller to release USDT from escrow.
  4. Swap USDT for Bitcoin or another coin with a limit order at 0.1% or less.
  5. Move long-term holdings to a wallet you control.

Expect to pay above the official dollar. For a Rs 50,000 order the best prices ran from Rs 285.50 on OKX and Rs 286.45 on Binance and Bybit up to Rs 289.75 on KuCoin, a premium of 3.1% to 4.7% over the SBP's Rs 276.80.

Your payment app matters too. Binance had no JazzCash adverts in our snapshot, while OKX, Bybit and Bitget all carried them. Easypaisa showed up on every exchange. Raast, the SBP's instant payment system, moves money between bank accounts in seconds.

Pakistanis abroad sent home a record $41.6 billion through official channels in the 2025-26 fiscal year. A January 2026 agreement to explore the USD1 stablecoin for cross-border payments had produced no pilot or transactions by July.

Best rupee P2P USDT prices against the SBP rate and the payment apps each exchange accepts

Crypto Futures and Leverage in Pakistan

Pakistanis who trade perpetual futures do so offshore. PVARA's rules allow crypto derivatives only on licensed exchanges with explicit permission, and no Pakistani firm has it.

PVARA's activity regulations require separate approval and an appropriateness test before a firm serves retail clients, though the regulator sets no numeric leverage cap.

On Bitcoin, Binance, Bybit and Bitget offer up to 150x, KuCoin 125x, OKX 100x, HTX 200x and MEXC 500x. At 100x a 1% move against you wipes out the margin, and leverage also magnifies the rupee premium you already paid for USDT.

Holding a position costs more than the entry fee, since funding payments fall due every few hours. Our guides to perps versus spot trading, perpetual futures regulation and funding rates explain the mechanics. To see where leveraged positions cluster, check the Bitcoin liquidation heatmap.

How often Bitcoin moved enough to wipe out positions at 100x to 500x leverage, with PVARA derivatives rules

Crypto Taxes in Pakistan

There is no crypto-specific tax rate in Pakistan, so gains fall under the general rules of the Income Tax Ordinance 2001.

Pre-budget talk floated a 10% to 30% rate, but neither the Finance Act 2025 nor the Finance Act 2026 added a crypto provision. In June 2026 Finance Minister Muhammad Aurangzeb said crypto would be taxed at some point, once regulation is in place.

For now, a Federal Board of Revenue (FBR) official told Arab News, gains on selling coins count as capital gains and mining counts as business income. Online claims of a flat 15% crypto tax have no official source.

Filers must declare all assets in their wealth statement, and the FBR has no separate crypto schedule. Individual returns are due by 30 September. Keep a record of every P2P trade and talk to a tax adviser before you file.

Decision tree for how crypto gains fit Pakistan's Income Tax Ordinance 2001

Risks and Scams to Watch

Fraud and theft pose the biggest danger to Pakistani crypto users, ranging from fake investment platforms and Ponzi apps to P2P payment tricks and kidnapping.

In December 2025 the National Cyber Crime Investigation Agency arrested 34 people in Karachi over a $60 million crypto and forex fraud that found its victims on social media. Treasure NFT, an app promising returns from NFT trading, blocked withdrawals in 2025 and trapped Pakistani investors' money.

Dawn's investigation into Pakistan as a scammer's paradise lists chargeback tricks with hacked accounts, fake token launches, Telegram "insider" groups and impersonated influencers. Separately, the Securities and Exchange Commission of Pakistan has warned against unlicensed trading platforms and apps promising unrealistic returns.

Some threats are physical. A Karachi trader was kidnapped and forced to transfer about 340,000 USDT in December 2024, and a police officer was among those arrested. Keep your holdings private and never meet a P2P counterparty in person.

On P2P, wait until money from an account in the buyer's own name has arrived before releasing USDT, and keep every message inside the exchange's chat. No Pakistani protection scheme covers offshore exchanges. Spreading funds across platforms and keeping long-term holdings in your own wallet limits the damage if one fails.

Pakistani crypto crime cases sized by value and how a fake payment P2P scam works

Bottom Line

Binance is the best crypto exchange in Pakistan, combining a PVARA no objection certificate with a rupee P2P market six times deeper than any rival. Bybit is the strongest alternative, with the top score in our global rankings and JazzCash on P2P.

The rest serve narrower needs. OKX offers the cheapest rupee purchases and the widest bank choice, and HTX holds the only other NOC. Bitget has the strongest reserves, KuCoin an Urdu website and MEXC the lowest spot fees.

Until the first licences appear, keep an eye on PVARA's public register. Pay only from accounts in your own name and keep records for the FBR.
