Best Crypto Exchanges in the UAE (2026)

Compare the best crypto exchanges in the UAE by VARA and CMA licence, AED bank transfer fees, spot trading costs, leverage limits, tax rules and scam risks.

  • OKX is the best crypto exchange in the UAE overall: it holds a full VARA exchange licence, takes AED bank deposits from AED 10, charges nothing to withdraw dirhams and is the only large exchange whose VARA licence lets retail traders use derivatives, capped at 5x leverage.
  • Binance offers the deepest market under a Dubai licence: Binance FZE has held a full VARA licence since April 2024, added free AED bank deposits in June 2026 and is backed by a $2 billion investment from Abu Dhabi's MGX, although UAE retail users cannot trade its derivatives.
  • Where you live decides which licence protects you: VARA covers Dubai, the federal Capital Market Authority (CMA) covers the other emirates, and Bybit's licence is federal only, so Dubai residents fall outside it.
  • Crypto.com is the best pick for spending crypto: it holds a VARA licence and a Central Bank stored value licence, and its Pay service now works at Emirates and Dubai Duty Free.
  • UAE residents pay no personal tax on crypto gains: crypto transfers are also exempt from VAT back to 2018, but licensed exchanges will start collecting data for international tax reporting in 2027.

In the UAE you can buy crypto on a locally licensed platform, fund it with dirhams from your own bank account and pay no tax on the gains. The licence that protects you depends on the emirate you live in.

Chainalysis estimates the UAE received about $53 billion in crypto in the year to June 2025, up 33% and second only to Türkiye in the Middle East and North Africa, and Triple-A puts crypto ownership at 25.3% of the population, among the highest rates in the world.

We checked the VARA, CMA and ADGM public registers on 16 October 2026, read each exchange's UAE fee and funding pages and pulled live USDT/AED P2P order books.

This guide to the best crypto exchanges in the UAE weighs our exchange rankings against the licence each platform holds for UAE residents, its dirham on-ramp and its spot trading costs, treating futures access as a bonus.

1. OKX

OKX is the best crypto exchange in the UAE for most residents, combining a full VARA exchange licence, free dirham withdrawals, AED order books and the lowest base spot fees among the licensed platforms here.

The licence sits with OKX Middle East Fintech FZE, which VARA licensed on 17 September 2024 for exchange, broker-dealer, lending and borrowing, and management and investment services. Its register entry is the only one among the large exchanges that lets retail investors use margin and derivatives.

UAE residents sign up through OKX UAE, which lists more than 280 cryptocurrencies and 480 trading pairs. Its AED order books cover BTC, ETH and USDT.

AED deposits by local bank transfer start at AED 10, and you can link up to five UAE bank accounts in your own name. AED withdrawals carry no fee, have an AED 200 minimum and reach your bank within three business days for amounts up to AED 50,000.

The UAE fee schedule charges regular users 0.08% maker and 0.10% taker on spot crypto pairs. AED pairs cost more at 0.10% and 0.135%, and stablecoin pairs such as USDC/USDT are free to trade.

Retail futures, perpetuals and options went live in July 2025 under VARA rules that cap leverage at 5x. UAE derivatives fees start at 0.10% maker and 0.25% taker, well above OKX's global rates.

OKX publishes monthly proof of reserves reports and has not suffered a major hack in recent years. It pleaded guilty in the US in February 2025 and paid $504 million over unlicensed money transmission. Our OKX restricted countries guide covers regional access, and you can open an account through OKX.

Pros

  • A full VARA exchange licence with retail access to margin and derivatives.
  • Free AED withdrawals and an AED 10 minimum deposit.
  • BTC, ETH and USDT order books priced in dirhams.
  • The lowest base spot maker fee of the licensed exchanges here.

Cons

  • AED pairs cost more than USDT pairs.
  • UAE derivatives fees are several times higher than OKX's global schedule.
  • AED withdrawals are processed only during UAE business hours, Monday to Saturday.

2. Binance

Binance gives UAE residents the world's deepest crypto order books under a Dubai licence. It ranks second because UAE retail users cannot trade its derivatives and its local fee schedule is less transparent than OKX's.

Binance FZE received its full VARA licence on 15 April 2024. The register limits margin trading and derivatives to institutional and qualified investors, which in Dubai means at least AED 3.5 million in net assets.

UAE accounts moved from Binance.com to Binance FZE from June 2024. Binance's global platform has operated under three Abu Dhabi Global Market (ADGM) licences since 5 January 2026, after Binance secured a global licence from the ADGM's Financial Services Regulatory Authority (FSRA).

AED bank transfers, added in June 2026, are free to deposit, cost AED 10 to withdraw and run from AED 10 up to AED 7.2 million a day, usually clearing on the same business day. A USDT/AED spot pair launched at the same time.

Spot trading costs 0.10% for makers and takers at the base tier, with 25% off when you pay fees in BNB, according to the Binance fee schedule. Binance also leads the Coinperps open interest rankings on most major contracts.

Abu Dhabi's MGX, an investment firm backed by Mubadala and G42, took a $2 billion minority stake in March 2025, paid in stablecoins. Our Binance restricted countries guide covers access by region, and you can sign up through Binance.

Pros

  • A full VARA licence since 2024 plus ADGM licences for its global platform.
  • Free AED bank deposits with a daily limit of AED 7.2 million.
  • The deepest spot liquidity of any exchange.
  • Strategic backing from Abu Dhabi's MGX.

Cons

  • No derivatives or margin for UAE retail investors.
  • Only one AED spot pair, USDT/AED.
  • Binance FZE does not publish a separate UAE fee schedule.

3. Bybit

Bybit shares the top score in our exchange rankings and holds a federal licence, but it ranks third because that licence does not reach Dubai. Residents of Abu Dhabi, Sharjah and the northern emirates get the most from it.

In October 2025 Bybit received the first Virtual Asset Platform Operator licence from the Securities and Commodities Authority, now the Capital Market Authority (CMA). It covers trading, brokerage, custody and fiat conversion for retail and institutional clients, and new UAE users have been onboarded to the CMA-licensed entity since January 2026.

In Dubai, Bybit Fintech FZE holds only an in-principle approval from VARA, dated 21 August 2024, and VARA bars approval holders from serving clients. Bybit's own AED promotions state they are not available to residents of Dubai.

Bybit's AED guide lists free deposits, an AED 25 withdrawal fee and an AED 100 minimum each way, using a UAE bank account in your own name. USDT/AED, BTC/AED, ETH/AED and SOL/AED pairs launched in February 2026.

Spot trading costs 0.10% for makers and takers at the base tier. Bybit also runs an AED P2P market, where our 16 October check found 41 adverts selling USDT and 103 buying it.

Bybit, which moved its headquarters to Dubai in 2022, lost about $1.5 billion in February 2025 in a hack that the FBI attributed to North Korea, and customers were repaid in full. Our Bybit restricted countries guide lists supported regions, and eligible users can sign up through Bybit.

Pros

  • A federal CMA licence covering the emirates outside Dubai.
  • Four AED spot pairs, the most of any exchange here.
  • Free AED deposits and a low AED 100 minimum.
  • Top-ranked liquidity and product range in our exchange rankings.

Cons

  • Dubai residents fall under VARA, where Bybit is not licensed.
  • Retail derivatives access for UAE users is not confirmed.
  • The largest exchange hack on record, even though customers were repaid.

4. Crypto.com

Crypto.com is the best exchange for UAE residents who want to spend crypto as well as hold it.

Foris DAX Middle East FZE received its VARA licence on 3 April 2024, covering exchange, broker-dealer, lending and borrowing, and management and investment services. On 11 May 2026 it became the first virtual asset firm to receive a Central Bank of the UAE (CBUAE) Stored Value Facilities licence.

Emirates began accepting Crypto.com Pay for flights on 28 July 2026, and Dubai Duty Free followed in August, with both open to UAE residents and settled in dirhams.

Its AED wallet runs through Standard Chartered and launched in December 2024. Bank deposits are free, and the UAE app also takes cards, Apple Pay and Google Pay for instant purchases.

The app charges no trading fee up to your Level Up tier limit, but its prices include a spread. The Crypto.com Exchange charges 0.25% maker and 0.50% taker at its entry level, the highest base fees among the licensed exchanges here.

Derivatives and margin are open only to eligible customers. Our Crypto.com restricted countries guide covers access, and you can start through Crypto.com.

Pros

  • A VARA licence plus the first CBUAE stored value licence held by a crypto firm.
  • Crypto payments at Emirates and Dubai Duty Free.
  • A free AED wallet backed by Standard Chartered, plus Apple Pay.
  • A simple app built for first-time buyers.

Cons

  • App prices include a spread, so the real cost is higher than it looks.
  • Higher Exchange fees than OKX, Binance or Bybit.
  • A lower position in our exchange rankings for liquidity and product range.

5. Gate

Gate ranks fourth in our exchange rankings and reaches UAE residents through a dedicated Dubai platform. Gate Technology FZE received a VARA licence for exchange services on 25 April 2025.

Gate Dubai began operating on 6 January 2026 at gate.com/en-dubai as a spot-only platform with dirham deposits and a BTC/AED market. Its licence does not include broker-dealer services or derivatives.

Clause 2.5 of the Gate.com user agreement lists the United Arab Emirates as a restricted location, so UAE residents must open a Gate Dubai account instead of using the main platform.

Gate Dubai lists far fewer coins than Gate.com. We could not confirm its AED deposit fees, bank partner or trading fees from public pages. Our Gate restricted countries guide explains its regional entities, and our Gate referral code page covers sign-up offers.

Pros

  • A full VARA exchange licence for retail clients.
  • Dirham deposits and a BTC/AED market.
  • A top-four score in our exchange rankings.

Cons

  • Spot only, with no derivatives or margin.
  • A smaller coin list than the global Gate.com platform.
  • Fees and AED funding terms are not published publicly.

6. Rain

Rain is the longest-running local platform on this list and the best fit for buyers who want a simple, Gulf-focused app. VARA granted Rain MENA FZE a full licence for exchange and broker-dealer services on 5 October 2026.

Rain Trading Ltd has held an ADGM licence since December 2022 for virtual asset custody and dealing as an agent, and the group is also licensed in Bahrain.

AED deposits by local bank transfer are free and local withdrawals carry no fee, according to third-party reviews, while simple purchases include a fee and a spread.

Rain's VARA licence also covers margin trading, a product it has yet to launch. Its coin list is short compared with OKX or Binance, so it suits buyers of Bitcoin, Ether and other large coins.

Pros

  • Licensed by VARA and the ADGM.
  • Free AED deposits and free local AED withdrawals.
  • A simple app built for Gulf users.

Cons

  • A short coin list.
  • Rain does not publish a full fee schedule on its public site.
  • Its VARA exchange licence is only weeks old.

7. Kraken

Kraken holds a new Dubai licence, but its UAE platform has yet to launch. Its Dubai entity, Payward FZCO, received a VARA licence on 6 October 2026 for broker-dealer and management and investment services, open to retail, qualified and institutional investors.

Kraken said it would launch in the UAE within weeks, with AED spot and margin pairs, direct dirham deposits and withdrawals, staking and tokenised stocks. Derivatives would follow, subject to further approval.

Kraken's earlier ADGM licence, first granted in 2019, was withdrawn on 19 December 2025 ahead of its move to Dubai.

On its global fee schedule, Kraken Pro charges 0.38% maker and 0.80% taker at the first tier, and UAE fees are not yet published. Kraken publishes proof of reserves and says no customer funds have been lost to a platform breach since 2011. Our Kraken restricted countries guide covers access, and you can register interest through Kraken.

Pros

  • A fresh VARA licence open to retail investors.
  • AED spot and margin pairs promised at launch.
  • A long security record and regular proof of reserves.

Cons

  • Not live in the UAE as of 16 October 2026.
  • Broker-dealer licence only, with no VARA exchange services licence.
  • Higher base spot fees than OKX, Binance or Bybit.

How We Ranked These Exchanges

Our ranking puts local licensing first, because only a licence from VARA, the CMA or the ADGM gives a UAE resident a regulator to complain to.

  • UAE licence: a full licence from VARA, the CMA or the FSRA, read on each regulator's public register on 16 October 2026. In-principle approvals did not count.
  • Licence scope: whether the licence covers exchange services, retail clients and your emirate.
  • AED on-ramp: direct dirham bank transfers, their fees and minimums, and AED trading pairs.
  • Spot fees and markets: base maker and taker fees and the depth of spot liquidity.
  • Security and reserves: hacks, how customers were treated afterwards and proof of reserves.
  • Coinperps score: our exchange rankings, built on our ranking methodology, break ties on liquidity, product range and reliability.

Several high-scoring exchanges were left out because they hold no UAE licence. Bitget scores 8.4 in our rankings but appears on no UAE register, and it lost about $388 million in a September 2026 hack that its protection fund covered.

VARA issued investor alerts against KuCoin and MEXC in March 2026, then fined MEXC for serving Dubai customers without a licence from 2022 to April 2026 and fined KuCoin on 24 June 2026.

Decentralised exchanges such as Hyperliquid hold no UAE licence and offer no dirham on-ramp, so they sit outside this ranking. Our top decentralised perpetual exchanges page covers them separately.

How Crypto Regulation Works in the UAE

Crypto is legal in the UAE and regulated in detail, but no single regulator covers the whole country. The authority that oversees your exchange depends on whether you live in Dubai, in another emirate or deal through a financial free zone.

VARA Regulates Dubai

The Virtual Assets Regulatory Authority (VARA), created by Dubai Law No. 4 of 2022, covers every part of Dubai except the Dubai International Financial Centre (DIFC). Its public register listed 59 active licences on 16 October 2026, plus 25 in-principle approvals.

In-principle approval is not a licence. VARA states that approval holders may not start operations or serve clients until they receive a full licence, which is why Bybit, Revolut and WhiteBIT do not count as VARA-licensed today.

The CMA Covers the Other Emirates

The Securities and Commodities Authority became the Capital Market Authority on 1 January 2026 and regulates virtual assets across the mainland outside Dubai. It now keeps an official list of virtual assets that licensed firms may offer.

Under a 2024 agreement with VARA, a firm based in Dubai needs only a VARA licence and is registered with the federal regulator to serve the wider UAE. A firm operating from another emirate needs a CMA licence instead.

ADGM and DIFC Run Their Own Rules

Abu Dhabi Global Market and the DIFC are financial free zones with their own regulators. The ADGM's FSRA keeps a register of licensed firms, including Binance's Nest Trading, Rain and eToro. The Dubai Financial Services Authority regulates crypto tokens in the DIFC and recognises USDC, EURC and RLUSD, but we found no large retail exchange with a DIFC licence.

The Central Bank Controls Payments

The CBUAE's Payment Token Services Regulation allows shops and service providers in the UAE to accept only licensed dirham stablecoins as payment. Foreign stablecoins such as USDT can be used to buy other crypto but not to pay merchants, and algorithmic stablecoins and privacy tokens are banned.

A new Central Bank law, Federal Decree-Law No. 6 of 2025, brings payment services that use virtual assets under CBUAE licensing. Its one-year transition period ended on 16 September 2026.

How to Check an Exchange's Licence

Before you deposit, search the firm's legal name and website on the VARA, CMA and ADGM registers. A licence number shown on an exchange's own site proves nothing until it matches a register entry with the same domain.

The UAE left the Financial Action Task Force (FATF) grey list in February 2024, and its anti-money laundering rules now apply the Travel Rule to every crypto transfer. Since a February 2026 VARA circular, exchanges must verify the recipient of transfers of AED 3,500 or more a day and apply extra checks to self-hosted wallets.

How to Buy Crypto With Dirhams

The cheapest way to buy crypto in the UAE is a direct AED bank transfer to a licensed exchange, followed by a limit order on its order book. Cards and P2P markets work, but they cost more.

  • Verify your account: complete identity checks with your Emirates ID or passport and proof of UAE residence.
  • Link your own bank account: every exchange here accepts AED only from a UAE bank account in your name, and third-party transfers are rejected.
  • Deposit dirhams: send a local transfer with the reference code the exchange gives you, which usually arrives the same day.
  • Buy on the order book: a limit order on BTC/AED or USDT/AED avoids the spread built into instant buy screens.

Card purchases are faster but usually cost 2% to 4% more. CoinMENA, a VARA-licensed broker, lists a 4% card and Apple Pay fee against free AED bank deposits.

P2P markets are a fallback. Our 16 October check of Binance's USDT/AED market found 93 adverts selling USDT and 205 buying it, and the best ask of AED 3.681 sat 0.23% above the dirham's fixed peg of 3.6725 to the US dollar.

That price required orders of AED 25,000 or more. Smaller buyers paid about AED 3.69 to 3.70, a 0.5% to 0.7% premium, and Bybit's market was wider. Payment methods included ADCB, ADIB, Emirates NBD and Aani, the UAE's instant payment system.

Banks now sell crypto too. Emirates NBD's Liv X launched crypto trading in March 2025, RAKBANK partnered with Bitpanda in July 2025 and Standard Chartered opened Bitcoin and Ether trading to wealthy UAE clients on 14 October 2026. Bank apps are convenient but carry wider spreads and shorter coin lists.

Crypto Futures and Leverage Rules in the UAE

UAE retail traders can use crypto futures only on a platform VARA has approved for derivatives, and only up to 5x leverage. Offshore exchanges offering 100x are not licensed to serve you.

VARA's Exchange Services Rulebook, effective since 31 March 2026, sets a minimum initial margin of 20% for retail investors. Rule V.G.8 bars exchanges from giving retail clients more than 5:1 leverage on exchange-traded derivatives, and perpetual futures carry extra risk disclosures.

Only qualified investors can go higher. VARA's Market Conduct Rulebook requires a qualified individual to have relevant experience and net assets of at least AED 3.5 million, excluding their main home and counting only half the value of their crypto.

  • OKX: the only large exchange whose VARA licence lets it offer futures, perpetuals and options to retail clients, at up to 5x.
  • Binance and Crypto.com: derivatives and margin are limited to qualified or eligible investors.
  • Gate Dubai: spot only.
  • Kraken: derivatives are planned after launch, subject to VARA approval.

The cap limits how fast losses build. On 10 October 2025 about $19 billion in positions were liquidated in a single day, mostly long bets. Our guides to perpetual futures regulation and perps versus spot trading explain the trade-offs, and our liquidations dashboard tracks forced closures live.

Days a Bitcoin long would be liquidated by leverage, and the UAE 5x retail cap

For UAE residents, crypto is moving from trading into everyday finance through dirham stablecoins, airline payments and bank apps.

Dirham Stablecoins

AE Coin became the first CBUAE-licensed dirham stablecoin in December 2024, according to the Central Bank's 2024 annual report. Zand Bank launched an AED stablecoin on public blockchains in November 2025, and FAB, IHC and Sirius won approval for DDSC in February 2026.

They are the only crypto that UAE merchants may accept as payment. A Digital Dirham issued by the Central Bank is also legal tender under the 2025 law, although a full retail launch has not been confirmed.

Spending Crypto

Crypto payments run through licensed firms and settle in dirhams. Beyond Emirates and Dubai Duty Free, Dubai's Department of Finance signed an agreement with Crypto.com in May 2025 to accept crypto for government fees.

Institutional Money

Abu Dhabi's funds are among the largest holders of US spot Bitcoin ETFs. Mubadala and Al Warda Investments held about 20.9 million IBIT shares, worth more than $1 billion, at the end of 2025, and our Bitcoin ETF tracker updates ETF holdings daily.

Tokenised Property

Dubai Land Department's Prypco Mint platform opened a secondary market for tokenised property stakes on 20 February 2026. Trades settle in dirhams and are open only to UAE residents with an Emirates ID.

Crypto does not qualify you for a UAE Golden Visa. The federal immigration authority, the SCA and VARA jointly denied viral claims to the contrary in July 2025.

Timeline of dirham stablecoins, crypto payments, banks and tokenised property in the UAE

Crypto Taxes in the UAE

UAE residents pay no tax on personal crypto gains. The UAE levies no personal income tax and no capital gains tax on individuals.

Corporate tax does not reach personal trading either. Cabinet Decision No. 49 of 2023 excludes personal investment income, meaning investment for your own account that needs no licence, from the 9% corporate tax. Crypto trading run as a business can fall inside it.

Crypto transfers are also free of VAT. The Federal Tax Authority's public clarification VATP040 confirms that transferring and converting virtual assets is an exempt financial service from 1 January 2018, while wallet management charged as an explicit fee carries 5% VAT.

The UAE has committed to the OECD's Crypto-Asset Reporting Framework (CARF), and the Ministry of Finance's CARF guidance sets data collection from 2027 with the first exchanges of information in 2028.

Licensed exchanges will collect your tax residency, so if you are an expat who is tax resident elsewhere, details of your crypto transactions can be shared with your home country, where gains may be taxable.

How crypto is taxed in the UAE with a worked example

Risks and Scams to Watch

A licensed exchange still leaves you exposed to scams and market losses. The Ministry of Interior warned residents on 2 October 2026 to check platform licences and ignore promises of guaranteed profits.

  • Unlicensed platforms: VARA fined 19 unlicensed firms between AED 100,000 and AED 600,000 in October 2025, and you have no UAE regulator to turn to if one of them freezes your funds.
  • Scam centres: a joint operation by Dubai Police, the FBI and Chinese authorities led to 276 arrests and shut nine crypto scam centres, according to the US Department of Justice in April 2026.
  • Fake platforms on WhatsApp: cloned investment sites shared in messaging groups ask for deposits on platforms missing from every register.
  • P2P counterparties: a buyer who pays you from a third-party or fraudulent account can expose your bank account to a freeze.
  • Leverage: even at 5x, a 20% move against you wipes out your margin.
  • Platform failure: large exchanges can still be hacked, as Bybit was in 2025, so keep long-term holdings in a wallet you control.

Report suspected fraud to Dubai Police through its eCrime platform or by calling 901. VARA requires a risk warning in every crypto advert, so an advert without one is a red flag.

Bottom Line

OKX is the best crypto exchange in the UAE for most residents, combining a full VARA licence, free dirham withdrawals, AED order books and the only retail derivatives licence among the large platforms. Binance is the strongest alternative for deep liquidity and free AED deposits.

Bybit suits residents of Abu Dhabi and the northern emirates under its federal licence, while Crypto.com is the pick for paying with crypto. Gate Dubai and Rain add licensed spot options, and Kraken is worth watching once its UAE launch goes live.

Whichever platform you choose, check it on the VARA, CMA or ADGM register, fund it from your own bank account and start with spot before you use leverage.
