Key takeaways

  • Crypto activity has been banned in the DRC since July 2025: Law No. 25/048 prohibits virtual asset activity and fines anyone who converts crypto into a currency quoted by the central bank up to three times the amount converted, although no enforcement case has been reported.
  • Binance is the best crypto exchange for DRC residents: it runs by far the deepest Congolese franc P2P market, with Airtel Money, Orange Money and M-Pesa on most adverts.
  • Four big exchanges turn Congolese residents away: Bitget, BingX, Kraken and the Crypto.com app all list the DRC as a restricted country, and Coinbase no longer verifies DRC documents.
  • USDT is a digital dollar in a dollarised economy: 88.3% of bank deposits in the DRC are held in foreign currency, and the central bank plans to end cash dollar payments in April 2027.

Crypto activity has been illegal in the Democratic Republic of the Congo (DRC) since 1 July 2025, yet several of the largest exchanges still accept Congolese residents and trade in Congolese francs (CDF). Using them carries a legal risk that no exchange can remove.

The ban sits in Article 22 bis of Law No. 25/048 of 1 July 2025, an anti-money laundering reform passed to help the country leave the FATF grey list. We found no prosecution under it, and most Congolese commentary still describes crypto as unregulated.

Mobile money reaches far more adults than banks do, 88% of deposits sit in foreign currency, and the closure of every bank in Goma since January 2025 has pushed people in the east towards apps and USDT.

We checked every major exchange's terms of use, pulled live USDT/CDF peer-to-peer (P2P) order books on 16 October 2026 and compared spot fees, licences abroad and security records.

This guide to the best crypto exchanges in DR Congo weighs our exchange rankings against CDF access and the licences each group holds elsewhere, treating futures as a bonus. It is not legal advice.

Binance is the best crypto exchange for DRC residents because it runs by far the deepest Congolese franc P2P market. Our check on 16 October 2026 found 50 adverts selling USDT for francs and 86 buying it, more than every other exchange combined.

The DRC is absent from Binance's list of prohibited countries, updated on 5 January 2026, which names only nine jurisdictions. Its site is available in French, the DRC's official language.

Airtel Money appeared on 49 of the 50 selling adverts, Orange Money on 33 and M-Pesa on 22, and eight also took bank transfers. Africell's Afrimoney shows up on a few adverts from users buying USDT. The cheapest advert asked 2,345.97 francs per USDT, about 3.7% above the central bank rate of 2,262.32 that day.

In October 2024 Binance also enabled direct mobile money purchases in six francophone African markets including the DRC, for buying only. We could not confirm the feature still works in 2026. In February 2026 Binance and the telecom operator Africell announced plans to explore P2P integration and crypto education across Africell's markets, which include the DRC.

Spot trading costs 0.10% for makers and takers under the standard fee schedule, or 0.075% when fees are paid in BNB. It lists 512 coins across 1,380 spot pairs, plus perpetual futures.

In December 2025 Binance secured a global licence from the Financial Services Regulatory Authority of Abu Dhabi Global Market (ADGM). Our Binance futures restricted countries guide covers regional access, and you can sign up through Binance.

Pros

  • The deepest CDF P2P market, with Airtel Money, Orange Money and M-Pesa on most adverts.
  • The best spot liquidity of any exchange available in the DRC.
  • A full French interface and an ADGM licence for the global platform.

Cons

  • No licence in the DRC, where crypto activity is banned.
  • Only 2 of the 50 CDF sellers were verified merchants, so each trade needs care.
  • Binance pleaded guilty in the US in 2023 and paid $4.3 billion over anti-money laundering failures.

Bybit is the strongest alternative to Binance, with a CDF P2P market, the same base spot fees and a group licence under MiCA, the EU's crypto rulebook. The DRC is not on its service restricted countries list, updated on 16 October 2026.

Bybit added the Congolese franc to its P2P market on 25 February 2026. Our check found 7 adverts selling USDT and 25 buying it. Sellers accept Airtel Money, Orange Money, M-Pesa and bank transfers, and Bybit is the only exchange whose P2P menu names a Congolese bank, Equity BCDC.

The cheapest seller asked about 2,500 francs per USDT, roughly 10.5% above the central bank rate and far more than on Binance. Its buyers paid close to the official rate, so Bybit suits people selling USDT.

Spot trading costs 0.10% for makers and takers under its fee structure, across 390 coins. Perpetual futures cost 0.02% maker and 0.055% taker. The MiCA licence sits with Bybit EU in Austria, and Bybit also holds a federal licence in the UAE.

In February 2025 hackers stole about $1.5 billion in Ether from Bybit, a theft the FBI attributed to North Korea. Bybit covered the loss and kept withdrawals open. Our Bybit restricted countries guide covers regional access, and you can open an account through Bybit.

Pros

  • A CDF P2P market with mobile money and Equity BCDC.
  • Deep spot order books, with perpetual futures as an extra.
  • A MiCA-licensed EU entity and a full French interface.

Cons

  • Few CDF sellers, so buying USDT costs about 10% over the official rate.
  • No licence in the DRC.
  • The 2025 hack shows custody risk, although customers were made whole.

OKX offers the lowest spot maker fee of the three exchanges with a CDF market, backed by licences in the EU and Dubai. The DRC is not among the restricted locations in its risk and compliance disclosure, last updated on 14 September 2026.

Our CDF check found a single advert selling USDT, at 2,500 francs, against 50 adverts from users buying USDT, all paid by bank transfer. OKX suits people who already hold USDT more than those buying their first coins with francs.

Spot fees are 0.08% maker and 0.10% taker under its global fee framework, across 445 coins. Perpetual futures cost 0.02% maker and 0.05% taker, with up to 100x leverage on Bitcoin.

OKX holds a MiCA licence through Malta and a licence from Dubai's Virtual Assets Regulatory Authority (VARA), and it publishes monthly proof of reserves reports. In February 2025 it pleaded guilty in the US and paid more than $504 million over unlicensed money transmission. Our OKX restricted countries guide tracks its access rules, and accounts open through OKX.

Pros

  • The lowest maker fee among exchanges with a CDF market.
  • MiCA and VARA licences, plus monthly proof of reserves.
  • A French interface and a strong self-custody wallet.

Cons

  • Almost no CDF sellers, so it is a poor first on-ramp.
  • P2P adverts list bank transfer only, with no mobile money option.
  • A 2025 US guilty plea over anti-money laundering failures.

Gate earns its place on coin choice and licensing abroad, though it offers no way to pay in francs. The DRC is not named in the restricted list of its user agreement, although that list ends with "and so on", so check again at sign-up.

Gate showed no Congolese franc P2P market during our check, so DRC residents fund it by buying USDT on Binance or Bybit and transferring it over the TRON or BNB Chain network for a small fee.

Gate lists more than 2,000 coins, the widest selection on this list, with spot fees of 0.10% for makers and takers. Futures cost 0.02% maker and 0.05% taker with up to 200x leverage.

The exchange holds a MiCA licence through Malta and a Dubai VARA licence, according to its licensing overview, and publishes proof of reserves reports. Our Gate restricted countries guide covers access, and our Gate referral code cuts trading fees.

Pros

  • More than 2,000 coins, including small caps that larger exchanges skip.
  • MiCA and VARA licences and regular proof of reserves.
  • A French interface.

Cons

  • No CDF market, so you need another exchange to buy your first USDT.
  • An open-ended restricted country list that could change.
  • No licence in the DRC.

KuCoin suits Congolese traders who want a broad altcoin list in French. DRC residents can register under its terms of use, last updated on 29 September 2026, as our KuCoin restricted countries guide explains.

KuCoin lists the Congolese franc in its P2P menu, but we found no live adverts on either side. In practice you fund it with USDT bought elsewhere.

Spot trading costs 0.10% for makers and takers across 814 coins, and futures go up to 125x leverage. On 24 June 2026 Dubai's VARA fined KuCoin's operator Peken Global for serving Dubai customers without a licence.

KuCoin publishes proof of reserves and has not suffered a major hack since 2020. You can use our KuCoin referral code or open an account through KuCoin.

Pros

  • More than 800 coins with a French interface.
  • Regular proof of reserves.
  • Futures and trading bots for experienced users.

Cons

  • A CDF option with no live adverts.
  • A 2026 fine from Dubai's VARA.
  • No licence in the DRC.

MEXC charges the lowest spot fees on this list, at 0% maker and 0.05% taker, and it often lists new tokens early. Its user agreement, updated on 13 October 2026, places no restriction on DRC residents.

MEXC has no Congolese franc P2P market and no French website. It works best as a second account funded with USDT from Binance or Bybit.

On 22 June 2026 Dubai's VARA fined MEXC's operator MX Global for serving Dubai residents without a licence. Its futures offer up to 500x leverage, enough to wipe out an account in one candle. Our MEXC restricted countries guide tracks its access rules, and accounts open through MEXC.

Pros

Cons

  • No CDF market and no French interface.
  • No major licence, and a 2026 VARA fine.
  • Very high leverage that suits few traders.

How We Ranked These Exchanges

Every exchange on this list accepts DRC residents under its own terms. No exchange can hold a Congolese licence, so we weighted the licences each group holds abroad and scored platforms with our methodology for crypto platform rankings.

  • CDF on-ramp depth: 30%
  • Regulatory standing of the group: 20%
  • Spot liquidity and coin choice: 20%
  • Spot and P2P fees: 15%
  • Security and reserves: 10%
  • French interface: 5%

CDF depth reflects live USDT/CDF adverts on 16 October 2026 and the mobile money services and banks that sellers accept.

WhiteBIT also accepts DRC residents and gained a MiCA licence in Austria in June 2026. It misses the top six because it has no P2P market, no French site and does not accept a driving licence for identity checks. We left out HTX because the EU sanctioned the exchange in August 2026.

How Coinperps ranked crypto exchanges for DR Congo by score and franc access

Crypto activity is prohibited in the DRC by statute, no exchange can be licensed there, and the penalty targets anyone who turns crypto back into money.

Law No. 25/048 and the Crypto Ban

Law No. 25/048 of 1 July 2025 amended the 2022 anti-money laundering law, Law No. 22/068, and inserted Article 22 bis. Its first line states that virtual asset activities and virtual asset service providers are prohibited in the DRC. The law took effect on the day President Félix Tshisekedi signed it.

The same article fines anyone who converts virtual assets into a currency quoted by the Banque Centrale du Congo (BCC) up to three times the amount converted. The BCC publishes official rates for the US dollar and other major currencies. Companies face extra penalties, including closure and dissolution.

The text does not say whether simply holding crypto or buying it through P2P is caught, and it names no authority to supervise crypto. Both laws are published by CENAREF, the national financial intelligence unit, on its laws page.

Central Bank Warnings

The BCC warned the public in a notice of 9 November 2018 that crypto was not recognised in the DRC. It named four unlicensed schemes taking deposits as "crypto", including Standard Capital.

In July 2020 the BCC said cryptocurrencies offered on online platforms were neither regulated nor authorised to operate in the country. The Congolese franc remains the only legal tender, and the BCC has announced no central bank digital currency.

FATF Grey List and Enforcement

The DRC has been on the Financial Action Task Force (FATF) grey list since October 2022. In June 2026 FATF found the country had substantially completed its action plan, although the Ebola outbreak in the east could delay the on-site visit needed to leave the list.

The crypto ban was written partly to satisfy FATF, yet GABAC's 2026 follow-up review found no evidence that authorities had detected or sanctioned illegal crypto providers.

Weak enforcement does not make the activity legal, and an unenforced law offers no protection if a deal goes wrong.

No Licensing Path Yet

No Congolese regulator issues crypto exchange licences. A capital markets law promulgated on 20 August 2026 creates a new market regulator, the Autorité de Régulation des Marchés Financiers (ARMF), and a Kinshasa stock exchange, with no crypto remit reported.

Since 1 July 2026 a ministerial order has also required authorisation from the telecoms regulator for fintechs and online financial platforms operating in the country.

Futures and Leverage Rules

The ban covers derivatives as much as spot, and no Congolese rule caps leverage. Each platform sets its own limits, from 100x on OKX to 500x on MEXC.

EU platforms follow limits drawn from investment rules, and the UK bans retail crypto derivatives, as our explainer on crypto perpetual futures regulation covers. In the DRC your position size is the only safeguard.

Which Exchanges Do Not Accept DRC Residents?

Several well-known exchanges block Congolese residents in their own terms, so an account opened there can be frozen at the identity check or later.

Giving a false country of residence breaks the exchange's terms, and a VPN does not change the documents you upload.

Crypto exchanges that accept or refuse DR Congo residents

How to Buy Crypto With Congolese Francs

Most Congolese buy USDT through P2P markets, sending francs by mobile money to a seller while the exchange holds the seller's coins in escrow. Your payment method decides what the trade really costs.

Mobile money is the main payment method because it reaches far more people than banks. The 2025 Global Findex found that 35.1% of Congolese adults had a mobile money account against 13.5% with a bank or other financial institution.

  • Airtel Money: The most common option, listed on 49 of 50 Binance adverts selling USDT. Airtel Money had 11.1 million active users in 2025 and handled 40.8% of mobile money transactions.
  • M-Pesa: Vodacom's wallet has the largest user base at 15.4 million active users, and it appears on Binance and Bybit adverts. M-Pesa accounts hold separate franc and dollar balances.
  • Orange Money: Accepted on two-thirds of Binance's selling adverts and on Bybit, with 7.7 million active users in 2025.
  • Africell Afrimoney: Listed on a handful of Binance adverts, mostly from users buying USDT.
  • Bank transfer: Offered on some Binance and Bybit adverts and on all OKX adverts.
  • Two-exchange transfer: Buy USDT on Binance, then send it to OKX, Gate, KuCoin or MEXC over the TRON network. One network fee keeps your mobile money activity on a single platform.

USDT bought through Binance P2P cost about 3.7% above the BCC rate at the best price and about 5% at the median. Bybit and OKX sellers asked about 10% more. Most Binance adverts start at 4,000 francs, under two dollars.

Keep every conversation in the exchange's own chat and screenshot each order. Our guide to crypto perps vs spot trading explains why new buyers should start with spot.

How to buy USDT with Congolese francs through mobile money P2P, with live prices

Why Congolese Buy USDT

For many Congolese, USDT is a digital dollar that moves over a phone, in an economy that already runs on dollars and where banks are scarce.

At the end of June 2026, 88.3% of bank deposits and more than 97% of loans were in foreign currency.

The franc rose 30.44% against the dollar on the interbank market in 2025, and inflation fell from 23.8% at the end of 2023 to 2.27% at the end of 2025. USDT demand in the DRC is therefore about holding dollars digitally more than escaping a collapsing currency.

The BCC plans to ban cash transactions in foreign currency from 9 April 2027, pushing dollar payments onto banks, cards and mobile money. USDT sits outside that cash rule, but the 2025 ban already covers it.

In the east, banks in Goma have been shut since M23 rebels took the city in January 2025, and residents pay up to $15 per $100 to withdraw cash across the border in Rwanda.

The DRC received $3.32 billion in personal remittances in 2025, according to the World Bank. In July 2026 Visa, M-Pesa Africa and Onafriq launched a pilot in the DRC that settles cross-border mobile money payments in stablecoins behind the scenes.

Sub-Saharan Africa received more than $205 billion in crypto in the year to June 2025, up 52%, according to Chainalysis. The DRC does not feature among the region's leaders, and no reliable estimate of Congolese crypto ownership exists.

Congolese franc rate, inflation, dollarised deposits and remittances in DR Congo

Crypto Taxes in DR Congo

The DRC has no crypto tax rules, and the Direction Générale des Impôts (DGI) has published no guidance on trading gains.

Personal income tax in the DRC applies rates of 3% to 40%, but PwC notes that income other than salaries is not taxed in practice. Companies pay corporate income tax at 30%, with a minimum tax of 1% of turnover.

The fine of up to three times the amount converted is a penalty, not a tax, and declaring crypto gains could draw attention to an activity the law prohibits.

Keep a record of every purchase, sale and transfer anyway. If the DRC introduces licensing, clear records will make any new reporting rules easier to meet. Speak to a Congolese lawyer or tax adviser before moving large sums.

DR Congo income tax bands and the crypto conversion penalty with a worked example

Risks and Scams to Watch

Congolese traders face legal, scam and banking risks on top of price swings.

  • Legal risk: Article 22 bis bans crypto activity and fines conversion into currencies quoted by the central bank up to three times the amount. No case has been reported, but the law is in force.
  • Ponzi schemes: In November 2025 DW reported that residents of Bukavu had lost savings to app-based schemes, one promising 125% in 45 days. One resident lost about $1,500 when Standard Capital, a scheme the BCC named in 2018, closed its office.
  • Fake trading platforms: AFP found online scams posing as foundations and trading apps spreading in the conflict-hit east. Treat any promise of fixed daily or monthly returns as a scam.
  • P2P fraud: Fake mobile money confirmation messages are the most common trick. Never release USDT until the money shows in your own Airtel Money, M-Pesa or Orange Money app.
  • Account freezes: Exchanges that block the DRC can freeze balances once they detect Congolese documents.
  • Exchange security: Bybit's 2025 hack shows that even the largest platforms can lose funds. Move long-term savings to a wallet you control.
  • Leverage risk: Futures with up to 500x leverage can erase an account in one move. If you trade them, watch the Coinperps liquidations dashboard and read our guide on how to avoid auto-deleveraging.
Fake mobile money payment message and the main crypto risks in DR Congo

Bottom Line

Binance is the best crypto exchange in DR Congo for buying USDT with Congolese francs. Its CDF P2P market is many times deeper than any rival's, with Airtel Money, Orange Money and M-Pesa on most adverts, and its spot liquidity is the strongest available. Open an account through Binance.

Bybit is the best backup thanks to its growing CDF market and MiCA-licensed group, and OKX suits users who already hold USDT. Gate, KuCoin and MEXC add wider coin lists and lower fees once you can fund them with USDT.

No exchange is legal under Congolese law today. Watch the BCC, CENAREF and the new ARMF for any licensing framework, and we will update this ranking as the rules develop.
